Mobilization of Public and Private Finance to Develop an Integrated Climate Finance Mechanism for Just Energy Transition and Critical Mineral Governance
The project explores how subnational planning and financing can support a just energy transition and sustainable critical mineral development in West and Central Kalimantan.

About the project
The project develops an integrated climate finance mechanism to support a just energy transition and sustainable critical mineral governance at the subnational level. It examines how development priorities, regional financing, climate finance, and cross-sectoral resource governance can be better connected to strengthen policy implementation and mobilize financing for a just transition.
Problems
Subnational governments in resource-dependent provinces lack integrated planning tools to address interconnected challenges across energy, mining, and land-based sectors. Evidence on viable financing mechanisms for a just transition and sustainable mineral development remains limited, while subnational institutions have limited capacity for dynamic planning and financing.
Approach
Developing a subnational system dynamics model to understand the interactions between coal, bauxite, forestry, and plantation sectors and their implications for economic growth, employment, livelihoods, and financing needs.
Objectives
Develop an integrated understanding of financing needs and pathways for a just energy transition and critical mineral governance, identify opportunities to mobilize and align public and private finance with subnational development priorities, identify research and policy needs and opportunities for collaboration with subnational governments and local research institutions, and strengthen the integration of development planning, regional financing, and climate finance.
Outputs
Integrated climate finance framework/mechanism for subnational application, research and policy analysis on just energy transition and critical mineral governance, policy recommendations and knowledge products to support subnational decision-making.
